NUPRC now requires export permits, vessel clearance, and a Unique Identification Number via an online platform for crude oil shipments to combat theft and revenue loss.
The Nigerian Upstream Petroleum Regulatory Commission now requires exporters to obtain an export permit, vessel clearance, and a Unique Identification Number (UIN) before making crude oil shipments. Under the 2024 Advance Cargo Declaration Regulation, all pre-shipment documentation must be processed via the Commission’s online platforms. This includes verifying exporters, confirming volumes, and embedding a UIN in clearance notifications for real-time tracking. Export documents like the Bill of Lading and Certificate of Origin must reference the UIN to ensure traceability and compliance. The new directive aims to curb oil theft, under-declaration, and revenue losses at export terminals.
